System doesn't respond when trying to register new user #350

Scenario

  1. Go to register new user page
  2. Fill in all fields correctly
  3. Click Register button

Expected User is registered. Message that registration link is sent to email is shown

Actual Nothing happens. When trying to re-register user with same email, system shows message that email is not unique. Tested on Production, with users teststud2 and teststud4 Issue reproduces from time to time
