ChromeVox should start reading from the #fragment, not the top of the page #52

What steps will reproduce the problem?
1. Go to http://www.w3.org/TR/2010/WD-wai-aria-20100916/roles#navigation
2. Note that the browser has scrolled more than halfway down the document to 
the #navigation element.
3. Press Ctrl+Alt+Down

What is the expected output? What do you see instead?

ChromeVox should say "navigation (role)" or "A collection of navigational 
elements…". Instead, it scrolls back to the top of the page and starts 
reading from there.

What version of the product are you using? On what operating system?
ChromeVox 1.16.0; Mac OS 10.7.2
