Refactor app to use Angular + update AWS CDK #51

With the current React app as a base, refactor the current code base to use the Angular framework.

[x] Remake the app with the latest version of the AWS CDK starter kit
[ ] Add any custom stacks the current app has to the updated back-end (i.e. MapStack)
[x] Rebuild the front-end in Angular
[ ] Add mobile support with Capacitor

To-Dos

[x] cancel previous stacks and deploy new app on dev and prod
[x] Set the correct domains on environments.ts
[x] change the cloudfront ID's on release.sh
[ ] change the docs URL to the ESN Int's one on swagger.yaml
