[rust-dev-env] Launch socat and xming and kill them appropriately on macOS #24

Bundle into the aliases which will have to be functions now, I think.

Windows users will just have to learn to launch xming (or that can be added to a shortcut/alias too, but I don't want to do that)

Linux users don't need any help.
