Describe the bug
If I change the text scaling from like 100 to 120, it does not take effect. No text scale change. But if I reload the page 2-4 times then it change text scale.
When I exit cromite and again start to load pages, the text scaling show 120 but text is not bigger, means it behaves like the text scaling is set at 100. If I reload page then text scale change.
I don't know why cromite is not respecting text scaling the first time I open browser.
Steps to reproduce the bug
Change text scaling to any number other than 100 and load any webpage.
Expected behavior
The text should get bigger or smaller according to percentage of text scaling without need to reload webpage.
