Describe the bug

Top tabs are cut off in tabs viewer.

Steps to reproduce the bug

I think this only happens in tablet mode with device in landscape orientation.

Expected behavior

Top tabs should be visible fully not cut off.

It seems part of top tabs are cut off with tablet mode off and it is in landscape orientation and no I cannot try to scroll up to view them either.

I'm pretty sure it's caused by the bottom toolbar, which I'm not a fan of and hated it so much when couple of years ago Google did A-B testing and forced it to some devices in Chrome, then I had to look for flags, which I haven't touched to revert it back to top, couple of updates later all fixed by itself with default flags states.

I do not like reaching for the top in portrait or landscape since most devices are too large to comfortably do it nowadays and no one is going to release a compact device like Sony Xperis XZ1 compact or iPhone SE 2016 anymore and if they did it would not be good in terms of UI experience, since most of it is made for big screens.

I also hate the gesture navigation it is annoying that some app do not support it properly, like having the video scroll bar?(not sure what it is called) at the bottom, so if you try to swipe from bottom it changes which part of the video you were watching and is a pain to get back to where you were.

Sorry for off-topic ranting I just hate Google's way of not bothering to properly integrate features and thus making a pain to use.
