Nested layouts can (counter-intuitively) show up in other scopes.  They should 
not.

E.g.:  if I have:
  @layout=MyInspect#Tabs {
      @layout=Overview#Form { ... }
      ...
  }

The layout Overview could appear in other contexts than in layout "MyInspect"
