Add QR microservice

👷 Changes:

• add QR folder to services
• created POST /qr endpoint in handlers.js
• hardcoded Blueprint 2023 point allocations in helpers.js

💭 Notes: Docstrings have been added to handlers.js and helper.js to clarify details.
