Update from node-sass to dart sass #23

Node sass is on the way out https://www.npmjs.com/package/node-sass

@occupant I removed yarn, replaced node-sass with sass, and added aliases for build:css vs build-css scripts.

I'm going to proceed with this, but the plan is to remove SASS all together to make it easier for people who don't use SASS
