UPDATE Plan release date for text and filter to remove deleted assignments #1027

UPDATE to Plan Release Date tool to display: Comparing Begins is "null" to "After answering ends” and Comparing Ends is "null" to "No end date” (italic format)

In addition, to filter out "deleted" assignment in the result list.
