UPDATE to Plan Release Date tool to search based on UTC timestamp. #1029

UPDATE to Plan Release Date tool to search based on UTC timestamp.

Designed on the user's search for a specific date for the potential release dates.

The app extracts the user’s request date and the browser time zone at midnight (00:00:00) and then converts to UTC to extract data from the "assignment" table.

Also, updated search query to include self_eval_date.
