Add caliper #626

Adds Caliper dependencies
Add Caliper Hooks
Removed added mixeval created date from _dataSavePrep (caused created date to be updated every time mixeval is edited)
Added unit tests for all Caliper hooks but not unit tests to the controllers
Added djjob dependancy (delayed jobs)
Added cakephp_djjob. needed to include the source and update some of it to support php 7
Added worker to compose file
Added Caliper instructions to readme
Update iPeer to 3.4.4 & DB to 17

@xcompass just noticed that a lot of the travis unit tests are failing without actually failing the overall travis test case (and not related to this PR, seems like it might have been happening for a while) ex: https://travis-ci.org/ubc/iPeer/builds/559603692
