[Next term] Request to use team numbers again #134

Team numbers are much more convenient than the project_x_y syntax for handling things like retrospectives, or having people ask to have a TA look at their repo on piazza.

This is going to have to be per-course. For now just closing on master although it could be reopened on a course fork.
