Functionality to disable research outputs, grants, and publications added #515

By setting the environment variables PUBLICATION_ENABLE, GRANT_ENABLE, and RESEARCH_OUTPUT as needed, users can now choose to disable these features and reenable them based on their ColdFront setup.
