[TCF] Add BCHydro and Providence Health #574

Duplicate of #572 as I can't update Will's master branch.

BC Hydro's description seems cut off in the spreadsheet: it ends with "Em". I filled this in as "Employers" but am unsure if there's other content that follows.

one minor thing, providence health care has no tag colors
