Changes

I notice we forgot to do a number of things:

applications were not disabled on ubclaunchpad.com: https://github.com/ubclaunchpad/ubclaunchpad.com/pull/196
links to the form were not removed from our role pages: https://github.com/ubclaunchpad/docs/pull/159
the criteria we are currently using the evaluate applicants are not documented anywhere
specifics of recruitment social media is not documented anywhere
why we do recruitment (from previous blog post) is not documented

This PR tries to address all of the above
