This story provides the functionality to edit and delete documents. Does not focus on creation

Encompasses smaller tasks:

create a backend endpoint to deleted a document on S3 #272
create a backend endpoint (PATCH) to update a document on S3 #272
fix: get endpoint to retrieve doc (query string params) #272
UI: buttons to delete and edit a doc - a POC for this story (does not need to have any designs) #273
