add a new yaml config format #28

This makes the following changes:

config file is now YAML (and statsrelay links against libyaml)
all old command line options can be specified in the config
the binary listens on both statsd and carbon interfaces at the same time, and can proxy both of them in the same binary

At the suggestion of @artms I added a -t option that just checks the syntax of the config file. This checks that it's valid YAML and doesn't have invalid keys, that the shard map is acceptable, etc.

The tests are being flaky... I'm trying to rewrite them all so they dynamically generate free ports tobind on and whatnot, which should make them more reliable.
