changes include: fix bug on resetCustomIdealStateFor ureplicator shouldn't clear topic mapping on shutdown cleanup legacy ureplicator code skip auto scaling if controller's auto balancing is disabled add ureplicator docker boostrap with federated mode update consumer.properties
