Adds CI to build and run tests on pull request #289

Description

Created a GitHub workflow that will build the sample app and run tests when opening a pull request against the 2.x feature branch or the master branch.

Testing

This should start CI when the PR is opened. If not I will create a separate dummy PR to demo.
