[Bug] Initial Docker Command Not Working #170

Description of Issue

Docker command docker-compose up -d not working.

Tried running in administrator PowerShell as suggested in the troubleshooting guide but this gave the same error.

Just updated to v13.0.0 and the docker commands seem to be working on my end. I haven't had the chance to test on Windows yet, but please give it a try and reopen this issue if it is still an issue.
