Update pre-commits and pytest configuration

• pre-commit: use ruff and ruff formatting to replace black, isort, flake8
• pre-commit: remove hard-coded Python version
• tests: convert all warnings to errors

@samjrholt Have you got access to a Windows machine where you could run the tests and check if you see the same overflow.
