[WIP] added k8s manifests for new namespace and gubiq #15

Created k8s manifests for gubiq process and namespace

- How I did it

wrote the yamls. ;-)

- How to verify it

First kubectl apply -f ubiq-namespace.yaml (creates new namespace), follow with kubectl apply -f gubiq.yaml. Please note this is targetted at GKE for now.
