Accept CLI argument for issue URL and ability to run as a GitHub Action

The GitHub action should accept the following argument: -i, --issue <path>: URL to the issue to parse

Which should send the argument to the processor to parse of that issue. That same argument should be sent on an Action run to make this usable within our workflows.
