Generate permits with urls for each rewarded participant

Before the Kernel being poked with the results and generate permits, this module will handle itself the generation of permits. Each permit should be the value of the total, and each rewarded user should get one ERC20 permit. The final result should contain the URLs redirecting to https://pay.ubq.fi with the proper claim payload. This will also help resolve #5 .

Tasks to be carried out:

aggregate the total for each user
generate a permit with the corresponding amount
add the permit URL to the final result JSON
