Repo config must override the org config #102

Check this test organization which uses 2 bot's configs:

  1. Organization wide
  2. Repository wide

As far as I understand when issue is closed in https://github.com/rndquu-org/test-repo the repository wide config should be used but in reality the bot runs (check the branch fix/nonce-generation which is specified in the org wide config while repo wide config uses the development branch) with the organization wide config.
