`Unavailable` label bug #33

there seems to be a bug that is causing some closed issues to have the Unavailable label removed and then reapplied.

I also noticed that total-rewards.json is alternating between two sets of values. While it does increment when it should, I assume because of the label bug, it's causing the results to have two outcomes. Similar to this issue that happened before
