Linked Pull Closed When Reassigned Hunter #709

The bot should not have closed the linked pull request.

It's timer expired from the previous assignee I guess.

728 should fix this, it ran as a wildcard so it was triggered on the next github action, but now.. closing pr should trigger only on the unassign handler
