Unreliable Payouts

Update: both are showing inconsistencies of when they actually post. Make sure they are all reliably posting. They do appear in the logs so the problem must be with it posting the payout links.

• Comment incentives are unreliable
  • you can clearly see they didnt generate the first time I opened/closed the issue, and you will see in the below issue that it didn't post
• Assignee incentives never seem to post.

lol @sergfeldman you have the WORST luck with this bot. @0xcodercrane just merged in an update that broke the incentives apparently.

@0xcodercrane make sure the bot is stable, and that all the incentives work as expected.
