Blender version, from installer or from zip: installer and zip
Blender was launched in Admin mode? no
OS: win10
Bug was also on previous versions (I don't know / No / Yes, seen on version x.x): More or less

Describe the bug Huge slowdowns and heavy use of cpu

To Reproduce Steps to reproduce the behavior: Activate overlay tools
