Spec should clarify endianness of Floating point values

A notoriously gray area in data formats, UBJSON will specify that IEEE 754 values will be big endian per this discussion - https://en.wikipedia.org/wiki/Endianness#Floating-point_and_endianness

I forgot to close this, it was addressed a while ago (marking as Draft 11) - big endian - http://ubjson.org/type-reference/value-types/#numeric-byte-order-endianness
