2024-07-23 regression: When steam is loading a page, everything freezes until it finishes loading

Describe the bug

When steam is loading a page, for example after clicking the library tab while on a different tab, the entire screen including the mouse freezes for 1-2 seconds. I rebased to 2024-07-22 and this issue is not present there. It is present on 2024-07-23 and later.

What did you expect to happen?

No freeze

Well actually I just updated to 07-25 and now it's not happening. Maybe it wasn't an issue at all; it's either intermittent or only on 07-23. Closing since I can no longer reproduce it.
