mesa 24.0.3 and kernel 6.8 for some Intel GPU Performance increase

6.8 and Mesa 24 will launch as Fedora updates, 6.7 may be held onto longer due to changes in 6.8 potentially breaking HDR in gamemode.

alright i understand next thing i notice gamescope doesnt work on flatpaks because its mssing the flathub version of it "heroic game launcher requires it" idk if mangohud flathub is required also, but this is a start
