Fix(aurora): Broken Aurora SDDM Image and Desktop Wallpaper #1855

This PR adds a single package which doesn't get installed on the latest Fedora 41 Builds of Aurora for some reason. It is necessary to support Jpeg-XL Wallpapers.

This fixes #1811, tested locally by layering the package on an Aurora-DX:Latest system.

Might be useful to upstream in ublue-os main, since it's related to codecs.

Yeah, it was included in F40, but forgotten to be included in F41: https://github.com/ublue-os/main/blob/main/packages.json#L125
