feat: add k8s-dev-tools to ujust directly on bluefin #1877

I believe that this just recipe should be upper-stream than config, since main does not have ujust brew and stuff like bazzite wouldnt benefit from this ujust recipe. Ill be making a PR to remove that from config too. Fixes #1692
