Gnome has this option to configure per-network:
"Permanent" is to disable
"Stable-SSID" option is in Gnome 46.1, so it should come soon when Fedora lands it. It is used as an option to enable MAC randomization. https://gitlab.gnome.org/GNOME/gnome-control-center/-/merge_requests/2439
However, if the user wants to disable MAC randomization globally, he would still need to manually add the file in /etc/NetworkManager/conf.d/
Since Fedora 40 introduced MAC randomization, some users may want to disable it for their configuration, either per network profile or globally.
Until this is implemented in network settings inside desktop environments, just command for this will suffice.
