Add/ backport the fix for luks on non US layout #652

a fix landed in upstream repo ( 4 year later ...) but it should work for many people who don't use US layout it could be verry interesting to include it in the 41 releases bazzite and many more

I could make a test if needed but i would love to help to make it appen since it verry a bad bad issue for non US people and make linux and ostree based os a pain and not a joy

we could do it for bazzite in adding patch here
