fix: pin libcap to 2.69 #8

I think this will fix the current conflict (again)

Wolfi has something with the libcap package right now. 2.69 should be pull from repos. Either we pin to 2.68 or try without the pin.

Additionally this is happening due to our apk upgrade runs. We can look at how often wolfi is published to see if we should even run that and just rely on the underlying build.
