feat: bump ubuntu toolbox to 24.04 #83

This is for when Containers/toolboxes starts building 24.04

Images already exist upstream if we wish to build from there.

Normally this would be a PR here but I think they moved ubuntu support to some other toolbox repo: https://github.com/toolbx-images/images

It's in toolbox's repo now since it's an official support image in toolbox.
