devices: Add initial config for Volla Phone 22 (mimameid) #204

The Volla Phone 22 has had an option to ship with Ubuntu Touch out of the box but hasn't yet had a UBports installer config.

A devices.ubuntu-touch.io page is also almost done, I'll check differences between devel, stable and UT as a 2nd OS (dual-boot).

@JamiKettunen as we are tightening a bit our device quality requirtements, we need to find someone to confirm that installation works with that config. Can you try to ping QA group, dev group or porting group? I also can write it into German group there seem to be afew ppl with that device
