Telegram app does not detect change in global notification flag

As @tomoqv found out, push notifications can be off locally while they are not: on the server:

1. Turn off push on the phone
2. Turn it on again on the desktop
3. Phone app does never again check if the notifications have been changed on the server, neither on startup nor with the correct event.

There is no global state of muting or unmuting, this is always device- and application-specific.
