You listed your device as "Sargo", so I am assuming you are using a Pixel 3a.
I have found that if I restart the device then immediately force it to fastboot mode page (Power + vol-) I can then chose "power off" from the volume rocker menu and click the power button to turn off. So far, this approach will keep the device off until you manually turn it on again. I know not ideal but it is a workaround until the larger problem is solved. Let me know if this works for you.
