SSH requires a manual start #1301

Steps to reproduce

try to connect in ssh to the phone following https://docs.ubports.com/en/latest/userguide/advanceduse/ssh.html

Expected behavior

able to connect

Actual behavior

requires a /etc/init.d/ssh start

Ubuntu tweak doesn't help neither.

Confirmed for me too. It works only by starting via the terminal command.

Seems to be fixed within the recent arm64 rootfs.
