Camera app displays black #1419

Steps to reproduce

Opening the camera app displays black camera input while apps seems to work fine otherwise

Expected behavior

Opening the camera app should display "what's before the lense"

Actual behavior

Opening the camera app displays black camera input while apps seems to work fine otherwise. At settings -> privacy settings and safety -> #last step probably called permissions (programtillatelser) there is an entry Camera but this is greyed out.

Logfiles and additional information

Through march 7th the camera worked fine. Sine somewhen after march 7th the described behavior appeared -- obviously because the app gets no permission to enter the camera because of the restrictions in the privacy settings.

Selfie camera works as expected.
permission setting for camera on nexus5 also greyed out but both cameras work as expected. therefore I assume that my first suggestion is wrong.

Problem Reproduced on Nexus5: Camera App Permissions greyed out. System Settings --> Security & Privacy --> App permissions --> Camera 0 (Greyed out, not selectable)

However, Front and Back Camera working correctly for Photos and Videos. Camera App did freeze the first few times after install, probably related to this permission issue, but after a reboot, update, use a few times, it now works correctly. Maybe a slight lag when the camera app is starting, but not sure if just the phone or related to a permission check timeout.
