System does not recognize charging / no indicator

Steps to reproduce

• Plug phone into charger

Expected behavior

• Battery indicator shows charging

Actual behavior

• Battery indicator does not change / Does not indicate charging
• Charging LIGHT indicator is on when screen off.
• Battery DOES charge
• Device updates won't install because it thinks that the phone is not plugged in. (After charging battery more updates can be installed normally)

• Plug phone into charger (when screen is locked)

Expected behavior

• LED indicator turns ON

Actual behavior

• LED indicator turns ON after a while - cca 30 seconds

• LED indicator turns OFF

• LED indicator doesn't turn OFF
• indicator-battery shows charging when screen unlocked

I still had the problem at Samsung S3 Neo (s3ve3g) for the past week (I am at build 101 in devel).
