The device doesn't charge when booted, and if turned off — always boots when plugged in. This means that to charge the device, you have to enter the fastboot mode by turning it off, and plugging it in while holding the volume up button until the LED lights up in blue. Possibly, bootloader mode should do the same (volume down, green light).
Charging like this might (or might not) be bad for battery health, and you won't know the charge level.
Same here, some times it no charge and only option is to restart the phone. I use it on PC and on power supply with 3 USB-Cables. First time it comes after update of the OTA-25 (20230417)
