Add irc channel bridged to Ubuntu Touch App Dev #648

There are people who cannot/ prefer not to join telegram. Can we add an irc bridge to the app dev telegram group, like we have them for others?

(latest example: https://github.com/ubports/ubuntu-touch/issues/647#issuecomment-394176846 )

We need to consider how and which messaging apps we connect, off topic for example is bridged between matrix and telegram.

We also had bridged multiple Telegram groups to irc, but often due to trolls they have been on and off,

Oh, then I (as the main originator for this request) can make the following proposal: I have one of the first phones having the fire-os ( which is now as obsolete as Ubuntu touch). When UBports is ported to this device, I will use it with Telegram and we can get rid of this issue. ;-)

Until the I'm excluded with my tablets.

@UniversalSuperBox I think you created the supgergroup bridge, right? Maybe you want to take a shot at this? I'm sure there's also a previously official ubuntu app dev irc channel somewhere on freenode...
