This removes dependencies on unity-action as this was removed with commit https://github.com/ubports/ubuntu-ui-toolkit/commit/ff1a0fb459ce254d6a5c537a04cae55d74e0266d and is no longer needed.
This is required by other parts in our stack, so it will still be added to our rootfs, but uutk have no need to depend on it.
