Proposal

Add ts-s,ts-e to the supported @style attributes list for <ms/> (#26) for supporting start and end milestones for translators's sections / chunks.

This is the USX companion to USFM 3.0 proposal "Milestones for translator's section / chunk (add \ts-s* and \ts-e*)". See: ubsicap/usfm#7 for detail.
