Can maintainer work on the main repo to edit the files?

As far as I know the maintainer shouldn't directly edit files in the main repository, and should fork the repository and work there the same as other members. The only time you should directly edit files that will be in main is when you have to edit pull requests to fix incoming files/resolve conflicts
